Norway considers 5% booze tax increase - The Drinks Business

Norway has the second highest taxes on alcohol in the world after Iceland

Plans to increase taxation on drinks by 5% in next year?s budget were outlined in a pre-budget report by Norway?s Ministry of Finance, which was picked up by the country?s TV2?station.

The document justified a proposed 5% tax increase with information to suggest such a rise would reduce Norway?s alcohol consumption by KR469 million (?51.7m), although it forecast that there would be a jump in smuggling by KR82m (?9m).

In a letter to Norway?s Ministry of Health and Care Services, the Ministry of Finance wrote, ?Given the assumptions built into the model, it seems that the tax increase on alcohol would reduce Norwegian consumption of alcoholic beverages.?

According to a Norwegian online news resource The Local, Norway, with KR415 (?45.80) on each litre of pure alcohol, has the second highest alcohol taxes in the world after Iceland, which levies KR 461 (?50.90) on the same quantity.

The publication also pointed out that the equivalent levy in the UK would see alcohol taxed at KR230 (?25.40) for each litre of pure alcohol, half that of Iceland.

However, Kjetil Lund, a state secretary in the finance ministry, said described suggestions the government will raise the tax on alcohol as speculation.

?The government has not taken a position on the tax arrangements for 2014 yet,? he said.

He also commented, as reported by The Nose, ?There is often speculation in advance of higher alcohol taxes and we do not comment on such speculation. History shows, however, that most years we have not increased alcohol taxes.?

South Africa's Abil to sell furniture business, raise $406 mln

JOHANNESBURG (Reuters) - South African massmarket lender African Bank Investments said on Monday it will raise up to 4 billion rand through a rights offering to shore up its balance sheet.

African Bank, known as Abil, also said in a trading statement its mainstay lending business is facing slower growth and an increase in bad loan costs. The rights offering will be fully underwritten by Goldman Sachs, Abil said.

Canada is the new Cyprus

Dear editor,

Remember how horrified we were when we heard that Cyprus banks were allowed to take private deposits to bail out the banks?

This was called a ?bail in.?

Well, on June 10 when Harper?s latest omnibus budget bill passed, Canada became the new Cyprus.

Carefully buried on pages 144-145 of the budget bill, banks are allowed to rapidly convert certain bank liabilities (your deposits) into regulatory capital.

So thanks to Conservative legislation, your insured deposits, GICs, retirement savings plan, education funds for grandchildren can all be scooped up by your bank if it fails.

This is now the law of the land.? Only Parliament can change the law.

This Canadian government ?bail in? legislation says nothing about guaranteeing protection for depositors. This means that government doesn?t have to bail out banks as it did, saving taxpayers a bundle.

Wait a minute, aren?t bank depositors taxpayers?

Boy, I?m sure glad I don?t live on Cyprus.

Tiger Woods comes up just short of magical 59

AKRON, Ohio (AP) ? Hole by hole, the gallery grew larger and larger.

The word spread. Everybody lining the ropes in the third round of the Bridgestone Invitational ? all concentrated on a single two-man group ? wanted to see some history.

"Oh, they were excited," Tiger Woods said. "You could hear it more than feel it. You definitely could hear it. They were into it."

Woods flirted with a 59 ? he just needed to go 2-under over the final five holes ? but had to settle for a sterling 61 that tied his career best and swelled his lead to seven strokes after Friday's second round.

The magic number 59 ? shot five times on the PGA Tour ? was in jeopardy for most of the afternoon at Firestone Country Club.

"Disappointed? Absolutely not," Woods said. Then he cracked, "A 61's pretty good. I'm not bummed."

Pursuing his eighth victory at Firestone Country Club, Woods opened birdie-eagle ? stuffing an approach to 3 feet at the first hole and holing a 20-footer for 3 at the par-5 second. He had two more birdies on the front nine, and had four in a row to start the back nine in a light rain.

But with people filtering away from every other group, and the excitement building, Woods missed birdie putts inside 10 feet at 15 and 17 and hit a couple of errant drives. He saved par on the last with a 25-footer after a wild tee shot and an iron shot that hit into the trees and ended up in a bare spot short and right of the green.

"How about just pleased?" Woods said, when asked to rate the round. "I'm very happy I was able to post that. I just kept thinking, whatever lead I had, 'Let's just keep increasing it.' It's at seven now, I believe. So that's not too bad after two days."

The 61 ? matching his career best at the 1999 Byron Nelson, 2005 Buick Open and on the same Firestone course back in 2000 ? left him at 13-under 127.

Defending champion Keegan Bradley and Chris Wood, playing the tournament for the first time, were tied for second. They each shot 68.

Bradley finished well before Woods, but was asked if it was disheartening to take the lead and then have Woods retake it after the opening two holes.

"Tiger, those first couple holes out there are definitely birdie holes, so I'd expect him to do that," Bradley said. "You know, I hope he doesn't go too low."

Sorry, Keegan.

Woods, a four-time winner this year, needed only 22 putts, eight fewer than he had Thursday in an opening 66. He hit 10 of 14 fairways and was on in regulation on 16 of 18 greens.

The next-best score on a threatening day with a slate-gray sky and precipitation was a 66.

How good were things going for him? He yanked a drive into the trees at 13, but it ricocheted into the middle of the fairway. From there he hit an iron to 15 feet and drilled the putt.

At the 14th, Woods hit his drive on the other side of the cart path beneath a canopy of huge trees to the right. He was forced to hit a low, hard, slicing shot to the green that ran to the back fringe. From there, he chipped 10 feet past but rolled in the par putt.

He stepped off his shot into the 216-yard, par-3 15th because he was bothered by a bug, then hit an iron 10 feet short of the pin. After playing partner Hideki Matsuyama of Japan putted out, Woods missed his birdie putt on the right side.

The 667-yard 16th, dubbed "The Monster" by Arnold Palmer, resulted in another par when Woods had to lay up and his wedge left him with a 30-footer for birdie.

Cheered by the fans 10 deep along the rope lines, he hit a long drive along the left side at 17. But he misread a 7-footer for birdie that missed on the low side of the break.

"I had opportunities to make putts there at 15 and 17," he said.

With the rain now falling hard, and Woods needing to hole his second shot on the par-4 18th for a 59, he drove far to the right on the slight dogleg to the left. He muscled a shot out of a difficult lie to a bare spot near a huge scoreboard right and short of the green. From there, he chipped to the back fringe ? and made the 25-footer coming back for par.

He pumped his fist as the crowd roared.

Matsuyama, a 21-year-old who was sixth at the British Open, got a close-up view.

"It was great looking at great play at the top of the world," he said.

The last player to shoot 59 in a PGA Tour event was Stuart Appleby in the final round of the Greenbrier Classic in 2010. Al Geiberger was the first in 1977, and Chip Beck, David Duval and Paul Goydos also accomplished the feat.

Bill Haas shot a 68 and was tied for fourth at 5 under with Henrik Stenson, who had a 70. Jim Furyk, Luke Donald, Jason Duffner and Bubba Watson were 4 under.

There have been 27 rounds of 60 in tour events, including Phil Mickelson this year in the Phoenix Open.

In a career spent in the spotlight, a 59 would have been just another check mark on Woods' to-do list. Instead, he didn't think it was even anything special among his achievements.

"It's up there. How about that?" he said agreeably. "It's up there, but I don't know about top 10."

Stevenson becomes governor of Texas as O'Daniel departs for U.S. Senate

On this day in 1941, Lt. Gov. Coke Stevenson became governor of Texas when Governor O'Daniel resigned to become a United States senator. Stevenson was self-made. His formal schooling consisted of seven three-month school terms. As a teenager he hauled freight between Junction and Brady. He studied history and bookkeeping by campfire light, worked as a bank janitor and then a cashier, studied law at night, and passed the state bar exam in 1913. Stevenson organized and became president of the First National Bank in Junction. After serving as county attorney (1914-18) and county judge (1919-21), he was a state representative from 1928 to 1939, when he was elected lieutenant governor. He was elected governor on his own in 1942 and served until 1947. He ran for the United States Senate in 1948 and lost in a famous contested race to Lyndon Johnson. Stevenson died in San Angelo in 1975.

Sheriff's Facebook page hacked, possible money scam

ASSUMPTION PARISH, LA (WAFB)- The Assumption Parish Sheriff, Mike Waguespack, says his Facebook has been hacked and it appears someone else may be in on the scheme. Someone is acting as a federal agent to scam people out of money.

"It's interesting to find somebody wants to pretend to be me today. There's a person in the world that wants to be Mike Waguespack," said Waguespack.

The Sheriff says his cell phone has been blowing up. He established a Facebook page to keep the public informed, but it appears someone is using his name to make a quick, illegal buck.

"There's another Sheriff Mike Waguespack on Facebook. They've copied over my photos. So it appears I've got two accounts that are set up now," said Waguespack.

The two pages look the same, but someone under the fake account has been sending out friend requests. Once the person accepts it, they get a private message similar to this: "I've been trying to reach you lately because I have great news to share with you." The person then gets a message from a "David Williams Officer" who claims he is a federal agent. The so-called agent asks if you are ready to claim your money he has been holding and sends instructions on how to collect.

"I think it's more of a daily occurrence than people realize in today's society," said Mike Ranataza, Executive Director, LA Sheriff's Association.

Ranatza warns impersonating anyone on social media is a serious crime. The offense carries a fine between $250 to $1,000 and a minimum of 10 days behind bars.

"It's difficult to trace but not impossible. We made significant gains in our ability to detect this type of crime," said Ranatza.

Waguespack has posted a message on his actual page warning people he has been hacked and if they come across any strange posts or requests to disregard them. He says he's advised his staff to do the same.

"It's seems strange to me that we've got two folks in Assumption Parish connected to law enforcement that this happened to. Is there a local connection? We're not sure," said Waguespack.

The Sheriff says a detective within his department is investigating.

Postal Service could start shipping alcohol under Senate proposal

WASHINGTON (Reuters) - The cash-strapped Postal Service could tap a rich new revenue stream if Congress adopts the idea of two senators who want to allow it to ship alcohol, a business reserved for more than a century for its private competitors.

The two Republican and Democratic senators late on Thursday introduced legislation to change a 1909 law that prohibits the Postal Service from shipping alcoholic beverages. The ban started a decade before prohibition-era laws made producing, selling and transporting alcohol illegal across the country.

Senate Homeland Security and Governmental Affairs Committee Chairman Tom Carper, a Delaware Democrat, and the panel's senior Republican, Tom Coburn of Oklahoma, jointly sponsored the legislation, whose main purpose is to help the Postal Service tame its runaway finances.

"If it were to shut down, the impact on our economy would be devastating," Carper said. "With the right tools and quick action from Congress, the Postal Service can reform, right-size and modernize."

Supporters of Postal Service reform argue that the 238-year-old mail carrier is stuck in an outdated business model, whose problems include private competitors United Parcel Service Inc and FedEx Corp. The mail-carrier lost nearly $16 billion last year and without action, some expect it to run out of money by October.

The Postal Service estimates alcohol shipments could bring in up to $50 million annually, a spokesman said.

Coburn called the proposal "a rough draft" and hoped it would be part of a solution that "will protect taxpayers and ensure the Postal Service can remain economically viable while providing vital services for the American people."

The senators hope to hold hearings on the Postal bill after Congress returns in September from a month-long recess, but with intense budget and debt ceiling discussions expected in the fall, it is unclear what attention the Postal Service will get.

Much of the Postal Service's financial troubles stem from a 2006 congressional mandate to prefund up to 75 years of its future retirees' healthcare over 10 years. Mail revenues have also dwindled as more Americans prefer to use Internet and email communications.

Carper and Coburn's bill includes other provisions such as replacing the current prefunding requirement with a new plan spread over 40 years.

The agency already has defaulted on two payments to that health fund and expects to default on its next payment of $5.6 billion due at the end of September.

The House Oversight Committee Chairman Darrell Issa, a California Republican who has pushed for Postal Reform, said he will work with the two senators. He introduced a bill last month that would ease the healthcare prefund payments, cut Saturday delivery of first class mail and completely eliminate door-to-door delivery.

The Postal Service said it is evaluating whether both the Senate and House bills would enable it to save the $20 billion by 2017 it needs to prevent a taxpayer bailout.

Anthony Weiner tells NBC 4 New York he is "100 percent not" having any type of online relationships with anyone now, and says for the first time he has not kept any records of his past lewd affairs.

"I don't have any of the records," Weiner said in an interview Friday. "I deleted everything."

A woman came forward last month with explicit photos of Weiner and messages from him, revealing that the married mayoral candidate's affairs had continued long after he resigned from Congress in 2011. Since then, the embattled Democrat has sought to turn the conversation back to the day-to-day issues of campaigning.

He has been trailed at every appearance by reporters and photographers, and gave a series of interviews Friday in what appeared to be an attempt to close the door on the conversation.?

During his 15 minutes with NBC 4 New York, he grew weary of the topic, insisting at one point that the details of his illicit affairs, which he says ended about a year ago, didn't matter.

"The behavior that people know about, I did, over an extended period of time, with more than one person," Weiner said. "I just think at a certain point, OK, I think people know these embarrassing things about me. I think at a certain point now we have to have a conversation that goes to, alright, what else should people know?"

Weiner also dismissed the idea that Hillary Rodham Clinton, his wife's longtime boss, might be displeased with him.

He said he had not spoken with either of the Clintons recently.

"I have no reason to believe she's annoyed," he said.

As he has before, Weiner acknowledged that not all the details about his past affairs are known.?When asked whether more women will come forward between now and the Sept. 10 primary, he said:

"I don't know, I hope not. I certainly don't like talking about this stuff," he said.

He went on to say he did not even like engaging in the relationships when he was in the midst of it.

"I didn't like when I was doing it, it was wrong to do, it was wrong to my wife, wrong period," he said.

B.C. regulates MMA and three other combat sports

VICTORIA ? British Columbia has become one of the first provinces to act on federal changes by regulating and sanctioning four combat sports including MMA, pankration and Muay Thai.

The move follows legislation passed by the federal government in June that legalized professional boxing and mixed martial arts (MMA). That legislation, Bill S-209, also amended the Criminal Code to allow each individual province to grant permission for a ?contest between amateur athletes in a combative sport with fists, hands or feet.?

?They (the federal government) said to the provinces, essentially, that it was up to us to make a determination as to which of the amateur combat sports would be legal and how we wanted to deal with those,? B.C. Athletic Commissioner Dave Maedel said in an interview Friday.

Maedel?s office will now regulate mixed martial arts, kick-boxing, pankration and Muay Thai, meaning people will now need permission to hold any of those events.

?I?ll look to ensure the events are properly arranged, that the safety of the participants is the No. 1 priority for everybody,? he said, adding his office has the authority to deny permission for any of these events if it is not satisfied the requirements have been met.

The federal regulation also allowed the provinces to exempt certain combat sports from regulation, and B.C. announced Friday it has decided to allow wushu, karate, kung fu, grappling and jiu jitsu events to happen without oversight by the commissioner.

The federal rules also allow exemptions for amateur Olympic and Paralympic sports, meaning boxing, wrestling, tae kwon do and judo will also take place in B.C. without regulation.

Maedel said the province opted to regulate the four sports on the list because of safety.

?There?s a higher risk of injury in these sports,? he said. ?Seeing as the No. 1 priority of the province is the safety of the participants, that?s why we?ve chosen those four to be overseen by my office.?

In a news release, Minister of Community, Sport and Cultural Development Coralee Oakes thanked those who have been waiting for the new rules.

?I know how passionate organizations are about promoting amateur combat sport,? she said.

?I want to thank them for their patience while government took the time needed to make the right decision on regulations.?

Samsung Galaxy Note 3, Smartwatch Release Date: Korean Press Leak Points To IFA Berlin 2013 For Official Launch [REPORT]

The Samsung Galaxy Note 3 and Samsung Smartwatch release date have been leaked as September 4 by Korean press, placing the official launch date as during the IFA Berlin 2013 conference. The release date report for both devices comes from the South Korean "Asia Economic".

The Samsung Galaxy Note 3 release date has long been expected for IFA Berlin 2013, though Samsung has declined to acknowledge the device officially. September 4 is just two days earlier than the start of IFA Berlin 2013. When we reached out to Samsung inquiring about the Galaxy Note 3, they responded they had no such device by that name. Nevertheless, we are well aware that the Samsung Galaxy Note 3 exists, given the plentiful leaks that have revealed the specs, design, features and potential price of the flagship phablet. The Samsung Smartwatch by contrast was confirmed by a Samsung executive back in March 8.

?"We've been preparing the watch product for so long," Lee Young Hee, executive vice president of Samsung's mobile business, said during an interview in Seoul. "We are working very hard to get ready for it. We are preparing products for the future, and the watch is definitely one of them."

The Samsung Smartwatch is expected to be a competitor for the Apple iWatch. According to Android Central, "Asia Economic" reports the latest specs of the Samsung Galaxy Note 3: "As for the Galaxy Note 3,?Asia Economic?reports that a 5.7-inch AMOLED panel will be used in the device -- a small bump up from the 5.5-inch?Note 2?display -- as well as a "new" Exynos?5 Octa CPU and 3 gigabytes of RAM. If accurate, that'd make Samsung's new hybrid device a formidable beast in terms of both size and specs."

This largely confirms earlier rumors and leaks about the Samsung Galaxy Note 3. "Asia Economic" reports the Exynos 5 Octa CPU, which is what the South Korean market is likely to get. In a pure benchmark test matchup the Exynos 5 Octa likely outclasses the Qualcomm Snapdragon 800 that the U.S. market is expected to get. Developers seem to prefer the Snapdragon 800 for its energy saving capabilities and for being more developer friendly with greater support and timely updates.

We are also aware that Samsung plans to release multiple variants of the Samsung Galaxy Note 3 at different price points the same way that it did for the Samsung Galaxy S4. The different variants would have different screens both AMOLED and 1089p HD, different processors and different capabilities ranging from low-end to high-end. The different price points would allow Samsung to dominate the phablet market, though it may face some competition from HTC which coming out with the similar HTC One Max. In terms of competition, Samsung already has the Sony Xperia Z Ultra phablet, which has already been released (although when it comes to the US market hasn't been confirmed). We reached out to Sony inquiring about the device but they weren't able to confirm a US release date for us.

When it comes to OS for the Samsung Galaxy Note 3 and Samsung Smartwatch, we don't know what the Smartwatch OS will be yet. Android 4.3 Jelly Bean seems like it would be a likely bet given the September official reveal date, along with the "special relationship" Samsung has with Google. For the Samsung Galaxy Note 3, rumors indicate that the phablet is likely to ship with Android 4.3 Jelly Bean, though we are somewhat put off by the fact that the Moto X didn't. We are encouraged by Samsung because the Galaxy Note 2 and Galaxy S3 are going to skip Android 4.2.2 and go straight to Android 4.3 Jelly Bean.

Gottabemobile reports, "Typically, Samsung gets major Android updates out to its flagship devices first and then moves to upgrade its devices that are not as adopted by consumers."

Overall, we may have to wait till IFA Berlin 2013 to get more idea about what to expect for the Samsung Galaxy Note 3 and Samsung Smartwatch. IFA Berlin 2013 will be an important event for Sony, past events saw Samsung release the Galaxy Tab as the first Android tablet and launch the first Galaxy Note, Galaxy Note 2 and the Galaxy Camera. So it would not shock us to see the Galaxy Note 3 and Samsung Smartwatch appear at IFA Berlin 2013.
