Gophers, Pitino must navigate NCAA transfer gray areas

For almost every rule, there is an exception. Extenuating circumstances. Special cases. The world is not black and white, and there is plenty of gray in the middle.

This offseason, the new Gophers men?s basketball coaching staff is taking full advantage of gray areas when it comes to filling out a roster.

Coach Richard Pitino came to the program in April. After two recruits decommitted and Joe Coleman announced he would transfer, Pitino was quickly staring at a depleted team and five available scholarships. Other programs with sitting coaches were way ahead in the game, and most of the solid-to-elite range high school recruits had long since been snatched up.

The solution, at least in part? Find transfers who could be eligible for a waiver from the NCAA to play immediately instead of having to sit out a season, which D-I basketball transfers typically have to do.

The Gophers have two incoming transfers involved with a waiver, Joey King and Malik Smith, and they could possibly seek a third if they land Rakeem Buckles, another transfer.

The school announced earlier this month that Smith will be eligible this season after being granted a waiver because his former school, Florida International, was banned from the postseason because of his team?s inadequate Academic Progress Rate. The Gophers are still gathering materials for King?s waiver, which revolves around a family health concern. King, who played high school ball at Eastview, was a freshman at Drake last season before transferring.

?I don?t think it?s common for basketball programs to do this,? said J.T. Bruett, the University of Minnesota director of compliance. ?I do think it?s a result, though, of when Coach Pitino was brought in. ? I think you see it more often in coaching changes and things of that nature where they?re a little bit behind at that particular institution.?

There are a few basic types of waivers used for transfers to become immediately eligible, which essentially means their year of establishing residency is waived:

?? Hardship waivers, including illnesses in the family or any other urgent personal circumstance. This is what the Gophers will seek for King.

??Waivers for a student- athlete whose institution is penalized for a violation of which that student had no involvement.

Collecting issues #1-6 and #0 Profile: Comics, Mystery, Science Fiction, Fantasy Like many of China Mi?ville?s novels, Dial H tries to alter the way readers look at its genres. It uses the tropes of superheroics to tell an entirely different kind of story with a lot of style and unique take on the world of DC Comics. It is a quintessentially Mi?ville story, where the rules have to be learned, or re-learned at the very least. And in spite of all that, it stays true to the comic book canon and is a huge breath of fresh air in a space that has been stagnant for a while. I am a huge fan of Mi?ville?s ability to turn the boundaries of genre into creative playgrounds and Dial H doesn?t disappoint in this respect. It is a brilliantly rendered series that taps into the ?weird? space that DC has been attempting to capitalize on in their ?New 52? reboot. NEW YORK (AP) -- A look at the 10 biggest volume decliners on New York Stock Exchange at the close of trading:

American Strategic Income Portfolio : Approximately 3,500 shares changed hands, a 85.0 decrease from its 65-day average volume. The shares fell $.05 or .5 percent to $10.14.

Amrep Corp. : Approximately 1,500 shares changed hands, a 89.4 decrease from its 65-day average volume. The shares fell $.22 or 2.1 percent to $10.12.

Brookfield Canada Office Properties : Approximately 100 shares changed hands, a 93.7 decrease from its 65-day average volume. The shares rose $.13 or .5 percent to $25.30.

Luxfer Holdings PLC : Approximately 3,600 shares changed hands, a 92.8 decrease from its 65-day average volume. The shares fell $.06 or .4 percent to $16.76.

Tricky obstacles ahead to averting shutdown

(AP) ? There hasn't been a government shutdown in nearly two decades, but top lawmakers on Capitol Hill are finding trickier-than-usual obstacles in their path as they try to come up with must-do legislation to keep federal agencies running after Sept. 30.

Conservatives making a last stand against President Barack Obama's new health care law and Senate Democrats' resistance to a $20 billion spending cut wanted by many, if not most, Republicans are two of the major problems confronting House Speaker John Boehner, R-Ohio, and other GOP leaders.

The combustible mix raises the possibility of the first government shutdown since the 1995-96 battle between President Bill Clinton and GOP insurgents led by Speaker Newt Gingrich. Republicans got the worst of that battle and have avoided shutdowns ever since.

The prevailing thinking is that it will all get worked out since leaders in both parties want to avoid a shutdown. But unlike last year, when Congress opted to delay debate over the so-called fiscal cliff until past the election and the December holidays, there has been little negotiation this time. The differences on spending levels also are more troublesome than last year.

At issue is what is normally routine: a plug-the-gap measure known as a continuing resolution to fund the government for a few weeks or months until a deal can be worked out on appropriations bills giving agencies their operating budgets for the full 2014 fiscal year, which begins Oct. 1.

The appropriations process is hopelessly tangled this year, in great part because the Democratic-led Senate and GOP-controlled House are more than $90 billion apart on how much to spend on Cabinet agency operations. And Oct. 1 is deceptively close since Congress takes the month of August off and has a limited schedule in September because of the Jewish holidays.

The ordinary thing to do would be to continue running the government on autopilot at current levels as has been done dozens of times since the 1995-96 debacle.

But many tea party Republicans, spurred on by outside groups like the Heritage Foundation and the Club for Growth, which has a history of backing right-wing challengers against incumbents in GOP primaries, are vowing to oppose any short-term bill for keeping the government open that doesn't block spending on Obama's health care law.

"If you pay for a budget that pays for Obamacare ... you have voted for Obamacare," said Sen. Marco Rubio, R-Fla. "Some will say, 'That is crazy. You are going to shut down the government over Obamacare.' No. What is crazy is moving forward with this."

While some parts of that law already have taken effect, the biggest and most expensive provisions are just around the corner. Consumers can start shopping for coverage under the new law on Oct. 1, but the insurance doesn't actually take effect until Jan. 1. The law is expected to help more than 25 million uninsured people eventually, through expanded Medicaid programs and new tax credits to help middle-class people buy health insurance if they don't get it from their employers.

Consumers will shop for coverage through online marketplaces or exchanges in each state but, largely because of political opposition from Republicans, the federal government will be running the markets or taking the lead in 35 states. Virtually all Americans will be required to carry health insurance or face fines. The idea behind this "individual mandate" is to get more healthy people into the insurance pool. A coverage mandate on larger businesses has been postponed until 2015.

In the past, GOP leaders have beaten back efforts that made averting a government shutdown contingent on stopping funding for Obama's health care law. But conservatives are casting this as a last stand against a law they detest.

"It's spreading. It's kind of getting out beyond just the tea party. It's starting to get to regular people that are very frustrated with Obamacare," Rep. Lee Terry, R-Neb., said. "That's why it's getting some legs here in the House."

Some Republicans are nervous about the effort, fearing it could complicate routine passage of a continuing resolution. And they say it's not a winning strategy anyway because Obama brings both a veto pen and the White House podium to the battle.

"I think it's the dumbest idea I've ever heard," said Sen. Richard Burr, R-N.C. "Some of these guys need to understand that if you shut down the federal government you better have a specific reason to do it that's achievable. ... At some point, you're going to open the federal government back up and Barack Obama's going to be president and he won't have signed a dissolution of the Affordable Care Act."

"Shutting down the government, I think, that's almost never a good tactic," said Rep. Tom Cole, R-Okla., whose views usually reflect those of Boehner. "It wasn't good for us in 1995; it's not going to be good for us in 2013."

In the Senate, Mike Lee, R-Utah, is rounding up fellow conservatives to pledge to oppose any continuing resolution that funds implementation of the health care law. But Democrats seem sure to get enough support to hit the 60-vote threshold needed to advance the measure past conservative opposition.

A separate wrinkle involves what spending levels to set. Democrats insist, at a minimum, that spending should continue at rates consistent with the current $988 billion cap on appropriations for the 2013 budget year ending Sept. 30. But current law, set by the hard-fought 2011 budget and debt deal, sets a lower cap of $967 billion for 2014 as required by automatic budget cuts known as sequestration. That's the level demanded by many Republicans, including Senate Minority Leader Mitch McConnell, R-Ky.

"We made this commitment on a bipartisan basis two years ago, and we intend to keep it," McConnell told reporters this week.

Boehner is facing pressure from conservatives to try to force the $967 billion figure upon Senate Democrats. Their leader, Harry Reid of Nevada, has vowed he won't accept it.

COLUMBUS, Ohio ? When Urban Meyer talks about leadership with his team, and he said that's 80 percent of what will determine how this season goes, he cites examples in sports for his players to follow.

One of his favorite players to point out? LeBron James.

?Michael Jordan is I think the greatest of all time,? Meyer said Thursday in Chicago at Big Ten media days. ?Michael Jordan's focus I would argue was the greatest of all-time. There was very little that could ever disrupt his train of thought. We just had something disrupt our team's train of thought. We just turned right, and you can't turn right. Now how do you get it back straight? I think that is so overlooked in the big picture.?

Meyer said getting the team back on track will be his job, along with strength coach Mickey Marotti and leaders like Jack Mewhort, Christian Bryant and Braxton Miller. And James, no stranger to criticism and distraction, can teach them all something.

?When I see LeBron James, I hear that criticism, I do know LeBron, not very well, but what are we talking about? You are talking about the perfect opportunity to get turned right or turned left. But he's one of the most driven human beings I've ever seen. He won't allow his team to. And I love using those examples we have and I love showing them, because our guys look up to them and there are other great players that don't have it. It doesn't mean they aren't good people, but they don't have that focus.

?During the Finals it was LeBron this and LeBron that. What are they talking about? Give me all kinds of LeBrons. Do you see the way he articulates, the way he treats people, the way he focuses? Galaxy S3 users want Android 4.2.2 or 4.3 update now

Samsung Galaxy S3 owners have been waiting a while now for the 4.2.2 update and yet users still don?t have it. It is about time minds were made up on the 4.2.2 or the 4.3 update and give one of them soon.

Two days ago we showed off a new screenshot of Android 4.3 running on the Samsung Galaxy S3, which is apparently a test version before the public release, we believe this leak to be fake but you never know in this day and age. There have also been rumors of Samsung getting ready both Android 4.2.2 and 4.3, but these claims have not yet been verified.

The next update needs to happen soon or at least let Android customers know for sure if 4.2.2 is being skipped in favor of Android 4.3, if users were told one way or another they would rest a little easier knowing what is coming and what is not.

It was first thought that Android 4.2.2 would release first bringing new features such as S-Voice and animated ripple and light effects, which is already on the Samsung Galaxy S4. We are not too sure if this is true or not but there could be a possibility that the sales of the Galaxy S4 affected the release of Android 4.2.2 and that is why they are going ahead in releasing 4.3 instead.

It makes sense really to skip 4.2.2 on the Galaxy S3 if plans to release 4.3 in a couple of months time, it would mean installing two updates in the space of a few months apart if they released 4.2.2, which seems pointless in a way. Maybe Samsung was focusing too hard on S4 sales rather than releasing a new S3 update; maybe they are just delaying 4.2.2 ? who knows.

Would you prefer 4.2.2 update, or would you rather wait for the Samsung Galaxy S3 Android 4.3 update?

Sony is the first Android OEM to commit to device updates to Android 4.3, less than a day after Google unveiled the new version of Android in San Francisco. The Japanese company says it can confirm that the?Xperia Z, Xperia ZL, Xperia ZR, Xperia Tablet Z, Xperia SP and Xperia Z Ultra will all get upgrades to Android 4.3, though no specific update timetable is offered.

In addition, Sony says it's looking at upgrading some of its Android 4.1 devices directly to 4.3, leapfrogging 4.2 entirely. (It wouldn't be the first we've heard of a manufacturer possibly jumping straight from 4.1 to 4.3.) Again, Sony's not committing to any timeframes, but says it'll share more details when it's able.

Meanwhile, the Android 4.2 updates will continue rolling out for existing Sony devices. The manufacturer says the Xperia ZR and Tablet Z will start seeing 4.2 push out from early August.

Official: 10 hurt as landing gear collapses at NYC

NEW YORK (AP) ? The front landing gear of a flight arriving at New York's LaGuardia Airport collapsed Monday right after the plane touched down on the runway, officials said, sending the aircraft skidding before it came to a halt.

Ten passengers were treated at the scene, with six being taken to a hospital with minor injuries, said Thomas Bosco, Acting Director of Aviation for the Port Authority of New York and New Jersey, which oversees the area airports. The six crew members were taken to another hospital for observation.

Dallas-based Southwest said there were 150 people on Flight 345 coming from Nashville, Tenn., while the Port Authority said the total was 149.

Bosco said the nose gear of the plane collapsed when it landed at 5:40 p.m., and "the aircraft skidded down the runway on its nose and then veered off and came to rest in the grass area."

Bosco said there was no advance warning of any possible problem before the landing.

A passenger, South Carolina National Guard Sgt. 1st Class Anniebell Hanna, 43, said the flight had been delayed leaving Nashville. Passengers had heard an announcement saying "something was wrong with a tire," she said, waiting in a room at LaGuardia several hours after the incident.

At LaGuardia, "when we got ready to land, we nosedived," said Hanna. She and some family members were coming to New York for a visit.

"I hit my head against the seat in front of me," she said. "I hit hard."

Emergency crews were seen spraying foam toward the front end of the plane on the tarmac. The Port Authority said the passengers exited the plane by using chutes.

Hanna said she was among the first to get off the plane, and could smell something burning when she got down to the tarmac. The passengers were put on a bus and taken to the terminal, where they were told to make lists of their possessions on the plane in order to get them back.

The airport was temporarily closed, but one of two runways was operating shortly after 7 p.m., and Bosco said the Port Authority was hoping to have the airport fully open by Tuesday morning.

The FAA is investigating, as is the National Transportation Safety Board.

Richard Strauss, who was on a nearby plane waiting to take off for Washington, said the nose of the plane was "completely down on the ground. It's something that I've never seen before. It's bizarre."

A rear stairwell or slide could be seen extending from the Southwest flight, said Strauss, who owns a Washington public relations firm. His plane, which was about 100 yards from the Southwest flight, wasn't allowed to taxi back to the gate, he said.

Bobby Abtahi, an attorney trying to catch a flight to Dallas, was watching from the terminal and heard a crowd reacting to the accident.

"I heard some people gasp and scream. I looked over and saw sparks flying at the front of the plane," he said.

The incident came 16 days after Asiana Flight 214 crash-landed at San Francisco's international airport on July 6, killing two Chinese teenagers; a third was killed when a fire truck ran over her while responding to the crash, authorities said. Dozens of people were injured in that landing, which involved a Boeing 777 flying from South Korea.

Longtime pilot Patrick Smith, author of "Cockpit Confidential: Everything You Need to Know About Air Travel. Questions, Answers, and Reflections" and AskthePilot.com, said landing gear incidents are not high on the list of worries for pilots.

"It doesn't happen very often but I need to emphasize just how comparatively minor this is and how far, far down the hierarchy it is," he said. From a pilot's perspective, this is nearly a non-issue. They make for good television, but this is far down the list of nightmares for pilots."

(CBR) "Guardians of the Galaxy"?rocketed into Comic-Con International in San Diego over the weekend, even if the actual Rocket Raccoon was nowhere in sight. But that won?t be the case for long, according to director James Gunn.

He tells?Crave Online to expect a casting announcement regarding Rocket and his tree-sized pal Groot very, very soon. ?Tomorrow, next week-ish,? is his estimate, an answer given after receiving the nod of approval from Marvel Studios President Kevin Feige.

Gunn?s affection for Rocket is well-documented, and he further spoke about his plans for the gun-toting raccoon during a Comic-Con interview with MTV.

?It?s not about creating Bugs Bunny in the middle of 'The Avengers,'" he said. ?This is about creating a character that?s a little animal that was taken and experimented on and pulled apart and put back together again and implanted with cybernetics and he?s half-machine and half-raccoon. And he?s a gnarled, miserable, pretty-angry creature because there?s nothing else like him. And that?s not easy to be.?

Beyond Rocket and Groot, Gunn confirmed the appearance of yet another Marvel icon in "Guardians": Thanos. The Mad Titan is very much a part of his movie, according to the filmmaker, even if a casting announcement might not be imminent.

?Thanos is the thing connecting us to the rest of the Marvel Universe at this point,? he told Crave. ?And in the future we?ll see what happens after this, but for right now, we?re connected to the rest of the Marvel Universe because we?re resetting to the end of 'The Avengers.'"
