Margot Feuer dies at 89; helped create Santa Monica Mountains park

After Margot Feuer moved to the hills of Malibu in 1965, she was "catapulted into community action" by the threat of development in the surrounding Santa Monica Mountains. The terrifying proposals included building a nuclear power plant in an isolated canyon and a freeway through Malibu Canyon.

"I looked around at what I was in the middle of," she later said, "and I figured, gosh, the idea of a park is a beautiful idea."

Hundreds would join her in the movement to create a national park in Los Angeles, but only Feuer and two other activists would be recognized as "the founding mothers" of the Santa Monica Mountains National Recreation Area, which won federal approval in 1978.

Feuer, the last survivor of the trio of advocates, died June 16 of a stroke at her Los Angeles home overlooking Stone Canyon in the Santa Monica Mountains, said her son Mark. She was 89.

"We are indebted to Margot for her lifelong environmental activism and the important role she played in establishing the nation's largest urban national park," Lorenza Fong, acting superintendent of the recreation area, said in a statement to The Times.

Feuer's sisters in activism were Jill Swift, who built grass-roots awareness by organizing hikes in the Santa Monica Mountains, and Susan Nelson, who worked closely with then-Reps. Phillip Burton (D-San Francisco) and Anthony C. Beilenson (D-Woodland Hills).

When the Sierra Club noticed Feuer speaking up at county meetings, she was asked to join Swift as co-chair of the group's Santa Monica Mountains Task Force.

Feuer became the Sierra Club's principal lobbyist for the park and made repeated trips to Washington to testify before Congress, according to the 2006 edition of "National Parks and the Woman's Voice: A History."

"A few citizens like Margot made it happen. It's not anything that one agency did," said David Brown, conservation chairman of the Santa Monica Mountains Task Force. "She persisted, she had connections that helped and she cared deeply."

On the Westside in 1978, a group of park supporters were nervously awaiting the results of a congressional vote when a phone rang. Feuer went to answer it and returned to announce that legislation establishing the recreation area had passed. The park has since grown to encompass more than 150,000 acres.

Feuer regarded the creation of the park as a major achievement ? and a reaffirmation of the democratic process.

"The public is so often chastised for not really hanging in" to achieve action on a particular cause, she told The Times in 1978. "This reaffirms the need for really hanging in. All those people who worked ? for that length of time ? did it."

A portion of that quote is on a plaque at the recreation area's recently opened visitors center at the historic King Gillette Ranch, a parcel of land in Calabasas that Feuer helped rescue from development.

Margot Elizabeth Kramer was born in 1922 and grew up in New Haven, Conn., the younger of two daughters of Morris and Eva Kramer, immigrants from Russia. Her father gave up farming in South Dakota to become a furrier.

Growing up, she developed an appreciation for nature while hiking the trails of Long Island, her son said.

At Wellesley College, she earned a bachelor's degree in music in 1943 before moving to New York to try to make it in the theater.

In 1946, she moved to Los Angeles to further her singing career. She soon met and married Stanley Feuer, who was a mechanical engineer.

As a local environmental activist, Margot Feuer started out as a founder of Stamp Out Smog, which was formed by women who were "self-described amateurs in politics but willing to learn," The Times reported in 1959.

Since the mid-1960s, she had been involved with county government on land-use planning issues and had served on the South Coast Regional Commission of the California Coastal Commission.

As a founder and leader of Save Open Space Santa Monica Mountains, Feuer played a major role in helping to preserve the Ahmanson Ranch on the eastern edge of Ventura County and the neighboring Jordan Ranch, according to Joanne Jackson, a longtime friend.

In addition to her son Mark of Boulder, Colo., Feuer is survived by two other sons, Zachary Feuer of Los Angeles and Dr. Joshua Feuer of Santa Barbara; and four grandchildren. Her husband died at 74 in 1989.

She had long argued for the importance of a centrally located visitors center in the recreation area, once testifying before a planning commission that "there's no there there, meaning there's no destination, just a bunch of scattered parks," Brown said.

About a week before the visitors center officially opened on June 9, Feuer paid a visit and inspected a concrete tube "in her inimitable style," Jackson recalled. "Margot got down on her 89-year-old knees and insisted on experiencing what a wild coyote does when crawling through the pipe ? so typical of her always curious mind."

Latest threat to Europe: A weaker German economy

FRANKFURT, Germany (AP) ? For Germany ? the biggest of the 17 countries that use the euro ? the crisis gripping Europe can feel like someone else's problem. Its economy is growing. Unemployment is low. And its government can borrow at lower interest rates than any other country in the euro alliance.

That helps explain why Chancellor Angela Merkel seems to favor a slower approach to the financial crisis than other leaders do ? especially if a solution would impose a heavy burden on Germans.

But now, Germany itself is at risk of a slowdown, which would make it even harder to end Europe's crisis. Many analysts say a downturn would hit home to Germans how much they depend on the health of other European economies. If so, they could become more willing to put money at risk to support their weaker neighbors.

Those issues are helping drive discussions that began Thursday at a European Union summit in Brussels. The summit is intended to reach agreements on how to shore up Europe's economies and save the euro alliance. Olli Rehn, the European commissioner for economic affairs, said Thursday he expects an agreement on steps to spur growth and reduce Spain's and Italy's unsustainably high borrowing costs.

Concerns about Germany's economy grew last week with a report that German business optimism fell in June. Earlier in the week, a survey showed manufacturing was slowing. Germany's economy is powered by exports, and manufacturing is at the heart.

Both surveys are intended to forecast where Germany's economy could be in several months. For now, its economy remains far stronger than its European neighbors'.

Unemployment is just 5.4 percent. German autos and other products have been selling well in China and North America. Low interest rates have made it easy to borrow and invest. And the euro's value, held down by weaker nations in the currency alliance, has made German goods affordable for foreign buyers.

But Europe's raging debt crisis threatens the entire continent. Nearly 60 percent of Germany's exports go to the 27 countries in the European Union. Recessions in Greece, Spain, Italy and Portugal are weakening demand for those goods.

Slowing growth by its trading partners in Asia is also affecting Germany's economy. Asia accounted for 16 percent of German exports. Germany's exports to China surged 15 percent last year and contributed significantly to Germany's 3 percent growth in 2011.

Fear of a catastrophe, possibly resulting from a Greek exit from the eurozone or the need to bail out a big economy like Italy's, could make German businesses scale back plans to expand.

Economists still foresee modest growth in Germany this year, whose gross domestic product totaled ?2.57 trillion ($3.42 trillion) in 2011 and accounted for 27 percent of the eurozone's economy. The interest rate on Germany's 10-year bond is just 1.56 percent ? even lower than the rate on the U.S. 10-year Treasury note.

But the risks of a downturn are growing. The government predicts 0.7 percent growth this year. Other forecasts range from 0.5 to 1.0 percent.

Perhaps the biggest issue is how a recession in Germany would affect its willingness to put its stellar credit rating behind weaker countries so they could borrow affordably.

Germany has resisted proposals for so-called eurobonds. These would be bonds issued jointly by all 17 countries in the eurozone. Because they'd be backed by the collective power of so many countries, including Germany, they'd carry a low interest rate. But eurobonds would put Germany partly on the hook if a big country like Spain or Italy defaulted.

Another idea would be to take the excessive debts of eurozone countries and put them into a "debt redemption fund." The fund would be jointly guaranteed and could be paid down over two decades or more.

If Germans began to fear for their jobs, would their resistance to these proposals begin to melt?

Many analysts suggest it would. They think a downturn would force more Germans to recognize how much they depend on other European nations to buy their goods and support the German economy. They could become more willing to jointly accept the risks of backing weaker countries' debts.

"The main constraint here is political ? the willingness to help, rather than the ability," said Randall Henning, a professor of international economic policy at American University in Washington.

Douglas Elliott, a fellow in economic studies at the Brookings Institution in Washington, said he thinks Germany could turn more sympathetic to its neighbors as their economic problems cut into Germany's exports.

"Germany to this point has not suffered in any obvious way from the crisis, which has made it harder to convince voters that Germany has a strong economic stake in pulling Europe through this," Elliott said.

So far, Germany's economy hasn't slowed enough to tighten the pressure on Merkel. Jacob Kirkegaard, research fellow at the Peterson Institute for International Economics, noted that Germany's low unemployment, rising wages and increasing home prices have kept Germans largely insulated from Europe's crisis.

That's made it easier for Merkel to step up the demands on Greece, Spain and Italy to cut government spending and reduce their budget deficits in return for financial help.

"She can play the long game, the gradualist game to solving crisis," Kirkegaard said.

The dynamics could shift if Germany's economy suffered a sharp slowdown. Merkel, who is up for re-election next year, would likely face more pressure to resolve Europe's crisis quickly, economists said.

"It would be a little like the situation Obama is in," Kierkegaard said.

Merkel and Finance Minister Wolfgang Schaeuble have opposed common borrowing. But they've signaled they could back some form of jointly backed debt ? if much stricter controls were imposed on individual countries' spending and borrowing.

A weakening economy in Germany would threaten the eurozone's growth because Germans normally buy so many of the goods other European nations export. As Germany's economy slowed, its consumers would scale back. And their neighbors' economies would suffer.

The EU predicts the economy in the 17 eurozone countries will shrink 0.3 percent this year ? a relatively mild recession. But without growth, that will make it even harder for the countries to reduce their debt. Growth raises tax revenue because companies and consumers make more money.

Germany's exports benefit its neighbors because its companies import raw materials, parts and factory machinery from other European nations to fill orders from elsewhere. That's already helped some of the heavily indebted countries ? Spain, Portugal and Greece ? narrow their trade gaps.

Those that don?t seemingly can?t see you or don?t consider your troubles their business. It?s official. You?re going to have to change your own tire and you?re going to have to do it alone. Hopefully you?re prepared. Here are the steps you?ll need.

Secure the Vehicle
This is the most important and most overlooked step to changing your tire. It?s not okay to change a tire without completing this step (although many have). You?re taking a chance with your safety every time you do it. Buying some metal wheel chocks is inexpensive and is a sound investment. But some bricks of substantial size will do the trick as well. All you want to ensure is that your car isn?t going to go rolling in the middle of your work. Most auto repair experts will also advise putting the car in park, engaging the emergency brake, and ensuring the engine is off.

Jack Up the Vehicle
Hopefully you have a jack in the trunk. Otherwise, this procedure is DOA. Assuming you do, jack up the car in the appropriate spot and hold it secure with the jackstand (not the jack itself, as some make the mistake of doing!) Be very cautious and deliberate when performing this aspect of auto repair. It?s easy enough to have your hand slip and something could go wrong. Don?t take chances. If you don?t feel comfortable with the work, don?t do it. Call out a friend or a professional who can get you back on the road safely.

Change the Tire
You can either keep a spare tire in the trunk for these emergencies (which can save you from needing to stop by a tire store in the next couple of days) or you should have a ?donut? which will serve the same temporary purpose. Remove the hubcap, if applicable, and the lugnuts. The same tool you used to wind up the jack will often serve to do this part. Keep an eye on these lug nuts, as you don?t want to lose them. Remove the old wheel, put it in your trunk, and put the new wheel on. Secure the lug nuts and you?re all finished. Wind the car back down, put away your jack and wheel blocks, and you can be back on the road.

Phelps ties for 3rd-quickest in 200 fly prelims

OMAHA, Neb. (AP) ? Michael Phelps had the spotlight to himself at the U.S. Olympic swimming trials on Wednesday, qualifying third-fastest in the 200-meter butterfly while rival Ryan Lochte took the morning off.

The world's top two swimmers won't be apart long. Phelps and Lochte are set for another showdown in the 200 freestyle final in the evening.

Phelps first had to get through the 200 fly prelims, and he moved on to the evening semifinal in a third-place tie with Thomas Luchsinger at 1 minute, 57.75 seconds. Phelps didn't speak with reporters after his race.

Bobby Bollier, who trains at Stanford, led the way in 1:56.69. Tyler Clary, who missed a spot on the U.S. team when he finished third behind Lochte and Phelps in the 400 individual medley, was second at 1:57.23.

"You just kind of put it behind you," Clary said of his earlier disappointment. "Everybody encounters failure at some point. It's just about how quickly you can get back up on your feet and moving in a positive direction. Thankfully, my family and my girlfriend Caroline are here. They were able to kind of get in my head and turn it around. That really helped a lot."

Clary said he had a fever last weekend, but didn't say anything because he didn't want to make excuses for his showing in Monday's 400 IM.

"I'd like to say I'm 100 percent but there's really no way of knowing," he said. "We'll see in tomorrow's final, if I make the dang final."

Phelps, who has yet to beat Lochte in two head-to-head matchups so far at trials, won't swim his 200 fly semifinal until after he and Lochte meet in the 200 free final, allowing both swimmers to come in rested.

Seventeen-year-old Missy Franklin advanced to the semifinals of the 200 freestyle with the third-fastest prelim time of 1:58.62.

"Right now I still feel awesome and full of energy," she said.

Franklin will need some energy for Wednesday night, when she has the 200 free semis and then returns a short time later for the 100 backstroke final in which she was the top qualifier. Her time of 59.06 in the semis was less than a second off Gemma Spofforth's world record.

"Not thinking about tonight at all was a goal going into this morning," she said. "I knew if I was concerned about tonight, my semis and my finals that I probably wouldn't have done as well this morning. Just trying to take it one race at a time and going into that 200 free only thinking about that."

Allison Schmitt and Dana Vollmer, both already on the U.S. team for the London Games, were first and second.

Schmitt was fastest at 1:58.02 and Vollmer touched in 1:58.34. Also moving on to the evening semifinals was Elizabeth Beisel, who was 13th.

Katie Hoff is looking doubtful to make her third straight Olympics after finishing 20th. Her time of 2:00.58 was 0.32 seconds off the 16th and last spot for the semis. She failed to advance out of the 400 free prelims a day earlier.

"Just didn't feel like I had my normal pop," she said. "I haven't been that slow in really any prelim all year. I was trying to go in very positive. The fact I was able to eat, I was optimistic. I gave it everything I had. It's really all I can do."

Four years ago, Hoff won five events at trials and was dubbed the female Phelps.

Now her only remaining event is the 800 free on Saturday, and Hoff said she'll let coach Paul Yetter decide if she'll swim it.

"That was just if I made the 200, just to see, just for fun or a training swim," she said. "That's one, especially with how well those girls are swimming, realistically it's not really in the cards."

After feeling sick on Tuesday, Hoff said she was able to eat on Wednesday.

"They told me I had a stomach virus or something like that, but I don't want to make excuses," she said. "It just wasn't there."

Caitlin Leverenz and Beisel, already on the U.S. team in the 400 individual medley, were the top two qualifiers in the 200 IM. Leverenz was first at 2:12.38 and Beisel second at 2:13.26. Beisel beat Leverenz in the 400 IM on Monday.

Ariana Kukors, the 2009 world champion, was third at 2:13.58, followed by Elizabeth Pelton at 2:13.89.

Kukors' world record of 2:06.15 from that high-tech suit era still stands.

"I would love to go that time again," she said. "But I really do think suits helped my underwaters significantly. No matter how long I stay underwater, I don't know if I can ever be as fast as I was with that suit on. My fitness level is the best it's ever been."

Google's Chrome Browser Is Coming To The ... - Business Insider

Google announced that it is launching the Chrome web browser on the iPhone later today at its annual developer conference, Google I/O.

A version of Chrome is also coming for the iPad.

This is fantastic news. Google Chrome is one of the slickest and fastest web browsers in the world.

For example, when you begin typing a search or a website URL in the search bar, Chrome automatically begins loading the website in the background, so it's ready to go as soon as you click on it.

The new app means you'll be able to save the website tabs you view on your computer and have them automatically load on your iPhone, as long as you synchronize the browser.

(AP) ? President Barack Obama's health care overhaul is on the way to its ultimate jury: the families, doctors, business people and state officials who'll have to grapple with the confusing details while striving to fulfill its promise.

With the Supreme Court hurdle cleared, open enrollment for millions now uninsured is scheduled to begin in just 16 months, in October 2013. Much of the health care industry is ready. People who do have insurance won't have to worry about the loss of popular new benefits, such as coverage for young adult children or improvements to Medicare's prescription plan.

And, starting in 2014, insurance companies will no longer be able to turn away people with a history of medical problems, or charge them more.

But carrying out the law will be a mad scramble for states, especially Republican-led ones where officials had hoped this day wouldn't come. And the court added a new complication by giving individual states more leeway to turn down the law's expansion of Medicaid, expected to provide coverage to about 16 million uninsured people.

After the ruling, chances of repealing the entire law appear much slimmer for Republicans, although they will again make it an election rallying cry. However, a targeted repeal strategy aimed at individual components of the law including cost controls, taxes and spending cuts, may still work.

At the White House, Obama repeated his promise that the Affordable Care Act will both deliver health insurance and help get a handle on growing costs. But the glow of victory may be brief. Even some supporters of the law candidly admit it's only a first installment ? a way to get most of the population covered before tackling costs forcefully. Wrenching choices about Medicare and Medicaid cuts could come as early as next year.

Thursday's decision moves the United States closer to other economically advanced countries that for years have guaranteed health insurance to their citizens.

The law's controversial mandate that individuals have health insurance or pay a fee ? upheld by the court on Thursday ? will affect relatively few people, because more than eight in 10 Americans already have coverage. But employers with 50 or more workers will face fines if they don't provide insurance for employees.

The law is expected to extend coverage to about 30 million of the estimated 50 million uninsured. Illegal immigrants will represent a large share of those still without coverage, but 90 percent of citizens and legal residents will have insurance.

The focus now quickly shifts from Washington to the states.

While health insurers, big hospitals and major employers have spent the last two years planning and carrying out the law, states are all over the lot.

Although they are expected to play a crucial role in delivering insurance to their residents, only 14 states, plus Washington D.C., have actually adopted a plan for doing so. Hoping the law would be overturned, Republican governors and legislatures have resisted setting up new insurance markets that are a linchpin of the legislation, and that could turn into a problem for the whole country.

The National Association of Insurance Commissioners expects only about half the states to be ready to set up new health insurance markets, slated to open for business on Jan. 1, 2014.

If states aren't ready, the law calls for Washington to step in and run things. Health and Human Services Secretary Kathleen Sebelius says the feds are ready to do that.

State plans for the markets ? called exchanges ? are due to the federal government this fall. Washington will run the exchanges in states that lag behind. The new Internet-based markets are supposed to provide one-stop shopping for health insurance, steering middle-class households to private plans and low-income people to an expanded version of Medicaid, the federal-state program for the poor and disabled.

But the court added a new wrinkle, ruling that states cannot be threatened with the loss of their entire Medicaid allotments if they refuse to carry out the expansion, which is geared largely to helping uninsured low-income adults. Under the law, the federal government will pick up all of the cost for the first three years, eventually dropping to a 90 percent share.

Matt Salo, head of the National Association of Medicaid Directors, said it's too early to tell what states will do.

"This opens up what was a mandate into a state option, and states are going to have to think very, very carefully as they weigh all the political, policy and fiscal ramifications of the decision," Salo said.

States that turn down the money will still be stuck with the cost of treating uninsured patients in hospital emergency rooms. States that accept the money may be on the hook if Washington later decides to reduce the generous federal matching funds for the expansion.

"What this really means is the decisions are going to be made after the elections this year," said Wisconsin's health secretary, Dennis G. Smith, whose state has not moved to put the law in place. "This is going to go back to Congress. We had always thought (the law) was unworkable, and today's ruling proves the point even more."

Administration officials predict states will participate, even if some take time to decide. They point out it took three or four years for all states to join the original Medicaid program.

Aside from help for low-income and uninsured people, the Supreme Court decision also means an expanded safety net for all Americans. Starting in 2014, insurance companies will not be able to deny coverage for medical reasons, nor can they charge more to people with health problems. Those protections, now standard in most big-employer plans, will be available to all, including people who get laid off, or leave a corporate job to launch their own small business.

Seniors stand to receive better Medicare coverage for those with high prescription costs, and no copayments for preventive care. But hospitals, nursing homes, and many other service providers may struggle once the Medicare cuts used to finance the law really start to bite.

The health insurance industry's top lobbyist said the ruling relieved one big concern for insurers ? that the mandate would be struck down, allowing people to buy coverage literally on the way to the hospital. But the companies are still worried about costs.

"Without universal participation you have no incentive to purchase coverage until you are sick, and that is not an insurance system," said Karen Ignagni, president of America's Health Insurance Plans. "Now it's time to turn all the attention toward affordability." The industry continues to fight taxes and other requirements in the law.

In contrast to the states, the nation's vast health care industry is better prepared. When the law passed in 2010, insurers, hospitals and major employers immediately went to work to carry it out. Some of the changes in the law were already being demanded by employers trying to get better health insurance value.

"The factors driving health care reform are not new, and they are not going to go away," said Dr. Toby Cosgrove, CEO of the Cleveland Clinic. "We know we have to take costs out of the system and improve quality."

Living brain image wins photo prize

Bright-red blood vessels and thick purple veins meander across the surface of a living human brain in the winning image in this year's Wellcome Image Awards contest.

A rare peak inside the skull beat out a plethora of other gorgeous shots for first prize, including a colorful caffeine crystal and a spiny, aqua-colored moth fly that could pass as an extraterrestrial.

Cardiff University anatomist Alice Roberts, one of the judges of the annual biomedical photography contest, praised the winning image for its glimpse at the unknown. [ See the Wellcome Trust Winning Photos ]

"Through the skill of the photographer, we have the privilege of seeing something which is normally hidden away inside our skulls," Roberts said in a statement. "The arteries are bright scarlet with oxygenated blood, the veins deep purple, and the 'grey matter' of the brain a flushed, delicate pink. It is quite extraordinary."

Medical photographer Robert Ludlow captured the image of the living brain while observing brain surgery on a patient with epilepsy. Neurosurgeons implanted electrodes in the brain to detect areas where typical electrical communications in the brain had gone haywire, triggering seizures. In subsequent surgery, these areas were removed, and the patient made a full recovery.

"For me, the context, the composition and the clarity of this image made it a winner," Roberts said.

Stunning runners-up included a scanning electron microscope view of a moth fly (Psychodidae), whose body fuzz and segmented eyes give it the look of something out of a science-fiction or fantasy film.

Photographer Kevin Mackenzie, who manages the Microscopy and Histology Core Facility at the University of Aberdeen, found the fly hanging out on his kitchen wall. A scientist's curiosity kept him from simply swatting the insect.

"I'd seen nothing like it before, so it definitely warranted a closer look under the scanning electron microscope," Mackenzie said.

A splintered caffeine crystal was among the three images that earned University of London scientists Annie Cavanagh and David McCarthy a place among the honorees. The artistically inclined duo also got kudos for a surreal green-and-yellow close-up of a lavender leaf and for a bold starburst image of a crystal of loperamide, an anti-diarrhea drug.

Anne Weston, an honoree from Cancer Research UK, made the top 16 for her image of a brilliant pink diatom, or unicellular organism, that looks like a radiation symbol. Asked why the uncanny resemblence, Weston wrote, "In fact, the question here should be 'Why does a radiation symbol look like a diatom?' because the diatom would have existed long before the radiation symbol was designed or even thought of! There are thousands of species of diatoms, and this particular type just happens to have this unique and interesting structure."

The photography contest is sponsored by the research-funding agency the Wellcome Trust. This is the first year that the organization has offered a first prize rather than a list of honorees. Prizes were presented June 20 in London, and the winning images will be displayed at the Wellcome Collection in that city until December 2012.
